The East of England public sector is underfunded and, as a consequence, the third sector in the East of
England is underfunded in comparison with other English regions. Central government funds, national
lottery funds and trust funds all direct money away from the region to areas perceived nationally to be of
greater need.

The primary purpose of this document is to highlight the main development issues facing the third sector
in the East of England over the next decade in terms of creating a thriving sector.

This study carried out a needs analysis of the voluntary and community sector (VCS) in Rotherham in 2007. In tackling the issue of ?needs? the approach taken by the research was to focus on the needs for external help or support. Part of the remit was to explore how
existing support services might be further developed or enhanced to meet these needs. The core of the study involved a survey of the needs of voluntary and community
organisations (VCOs), which was complemented by a series of focus groups and follow-up interviews.

Robust, quantifiable estimates of the scope and contribution of voluntary sector organisations have underpinned public policy development at the national level for much of the last decade. However, the Foundation’s decision to commission the Third Sector Trends Study (TSTS) is a recognition of a need to develop a more nuanced understanding of variations in the resources and capacities of the third sector at the regional and local scale. The quantitative dimension of the TSTS seeks to produce such an analysis for the wider third sector in north-east England and Cumbria, making the methodology available for a parallel companion study of Yorkshire and the Humber.

The first element of the study is about producing reliable estimates of the numbers, scale and scope of third sector organisations in the region.

This paper summarises a fuller report on research commissioned by the Northern Rock Foundation’s Third Sector Trends Study (TSTS) to assess the scale and distribution of ‘below-the-radar’ (BTR) organisations. The specific aim of this study was to provide a picture of the local third sector in North East England and Cumbria which went beyond organisations appearing on lists provided by regulatory bodies such as the Charity Commission.

Many organisations do not appear on such ‘radars’, with the result that research risks producing what one commentator described as ‘flat earth maps’ of the third sector.

This collection of essays on the regional economy provides an insight into the important applied research and consultancy work undertaken in the Yorkshire and Humber region by three centres within Leeds Metropolitan University: the Centre for Urban Development and Environmental Management (CUDEM); the European Regional Business and Economic Development Unit (ERBEDU) and the Policy Research Institute (PRI).

The collection demonstrates the wide ranging nature of activity undertaken in the units, such that the individual papers do not fit neatly into coherent themes. Nevertheless, three thematic areas are identified which reflect core areas within the work undertaken: Community and Enterprise; Labour Market and Sector Research; and Spatial Studies.

The East of England in both the public sector and the voluntary and community sectors, is underfunded, on a per capita and needs basis. This is a difficult position to be in as the economic downturn takes hold and limits the responses that VCS support organisations can make to large increases in demand for advice, counselling and support services.

The report gives a comprehensive picture of the use and impact of ICT within FoLDA's membership. In general, the state of ICT within the FoLDA network is good. It is not however as a rule, integrated into the business and strategic functions of the individual organisations. This report would be of interest to voluntary sector organisations undertaking a review of their ICT systems and development or looking to develop ICT based partnerships.
